The analysis of existing situation, tendencies and changes are necessary for forming the politics and planning the actions concerning protection of children. Therefore State Child Rights Protection and Adoption Service year by year collects statistical information on children living in socially dysfunctional families, reasons of loss of parental care, violence against children, guardianship and adoption of children, cases of child rights protection with international elements. After collecting the information, the analysis is made and appropriate suggestions are produced.
 
The State Child Rights Protection and Adoption Service under the Ministry of Social Security and Labour of the Republic of Lithuania fulfils its duties and functions acting in accordance with the Constitution of the Republic of Lithuania, international treaties, national laws and Government resolutions, orders of the Minister of Social Security and Labour, the Strategic Action Plan of the Ministry of Social Security and Labour.
The Service maintains constant contacts with the Ministry of Social Security and Labour, Municipal Child Rights Protection Services, other child guardianship institutions, governmental and non-government organizations, competent foreign authorities.
 
The State Child Rights Protection and Adoption Service under the Ministry of Social Security and Labour of the Republic of Lithuania fulfils its duties and functions acting in accordance with the Constitution of the Republic of Lithuania, international treaties, national laws and Government resolutions, orders of the Minister of Social Security and Labour, the Strategic Action Plan of the Ministry of Social Security and Labour.

In 2004 the Adoption Service under the Ministry of Social Security and Labour systematically implementing and embodying the functions delegated to it not only improves the pre-judicial adoption procedure, the assistance measures for adopted children and adoptive parents but also tries to educate society, to give her more information on adoption, to show positive aspects and experience of adoptive parents, to change her attitude towards the secret of adoption.

The Adoption Service under the Ministry of Social Security and Labour was established conforming to Art. 2 of the 1993 Law of the Republic of Lithuania on Ratification of the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, the 28 February 2000 Order No 17 of the Minister of Social Security and Labour “On establishment of the Adoption Service under the Ministry of Social Security and Labour and approval of the regulations thereof”. Practically, the Adoption Service started its activities on August 1st, 2000.
